    Working for nothing: The plight of government primary school staff in Enugu state

    Call it marginalisation, maltreatment, man’s inhumanity to man, you may not be entirely wrong. The plight of government primary school staff in Enugu state is alarming as it is dehumanizing, some staff speak to WITHIN NIGERIA.

    Our reporter who went round some primary schools in the state revealed that there is high level of deprivation being meted out to these staff.

    At Oriental Primary school, Ugbene-Ajima in Uzo-Uwani local government area, one of the staff who spoke to our reporter under  anonymity for fear of victimization expressed her displeasure over the alleged marginalisation of staff of Enugu State Universal Basic Education Board, ENSUBEB, a body under which primary school staff in the state are.

    According to the staff, ” I have put up more than a decade in this job but I cannot feed my family or train my child in higher institution. What kind of job is that? This is very much disappointing and frustrating. ”

    Explaining the staff said that, ” The way we are being treated is very much unfair. Our counterpart in secondary schools are being paid minimum wage since February 2020 while we in Primary school are not. Every month, they keep on telling us one cock and bull story about the minimum wage while our counterparts in secondary schools started receiving their own since two years now. This is very dehumanizing, to say the least.”

    However, at Premier primary school 1, Aku, Igbo-Etiti local government area, the story is still the same. One of the staff, Mrs. Virginia Uwadiegwu( not real name) told WITHIN NIGERIA that she regretted being a primary school staff.

    According to Mrs Uwediegwu, “my sister advised me against applying for ENSUBEB but I didn’t listen. I didn’t want to stay idle then. Four years after I got this job, my sister also got her employment with secondary school board. If I tell you that her salary is far higher than my own, you will not believe. There is no minimum wage, no thirteenth month salary and leave allowance for us in ENSUBEB while our counterparts in secondary schools are being paid all these entitlements. What have we done to deserve this ill treatment  we cannot be told.”

    Narrating further, Mrs Uwadiegwu stressed that ” you know as much as I do that the state government has been spending millions of naira on infrastructural development like provision of state of the art buildings, seats,tables and other infrastructure for primary schools in the state. But the annoying thing is that the state government does not think about the staff working in these schools. We are not motivated and this is not good at all.”

    Nevertheless, at Model primary school Nsukka, a popular school in the metropolis, one of the teachers, Mrs. Rose Uwazuluike(not real names) who spoke to our reporter stated that working in government primary school in Enugu state is as good as working in private school.

    According to Uwazulike, ” imagine as I speak with you now, I have less than five years to retire and I am very much afraid. Why? This is because I am neither expecting gratuity nor pension two years after my retirement.”

    Speaking further she explained that ” if you speak to our retired colleagues they will tell you that there is nothing like gratuity in Enugu state primary school system, while our pension starts two years after retirement, that is if one does not have any official issue. We don’t have anything called minimum wage while we receive monthly salary in the middle of the succeeding month. Our counterparts in secondary schools don’t encounter any of these problems. They receive their salary on or before 27th of the same month, they are paid the new minimum wage of N30,000 while they also receive their pension one month after their retirement.”

    Explaining further her disappointment, she explained that ” the most annoying thing is that we in primary do more work than our counterparts in secondary school. We teach all the subjects, we stay with these pupils in their class rooms, we write fifteen lesson notes every week yet we are being marginalised.”

    Our reporter visited Christian Nwodo, a retired primary school teacher in one primary school at Amalla community, Udenu local government area where the retiree decried the high level of deprivation primary school staff pass through.

    ” I retired in December 2019. It was only three months ago that I received my first pension. I served this state thirty five years, retiring as a head teacher and as you can see, I don’t have a befitting house because of poor remuneration and condition of service we see in ENSUBEB.”

    According to Mr. Nwodo, ” I have vowed that none of my children and grand children will be a primary school staff and I thank God none of them attended College of Education.”

    Recall that the Organised Labour in Enugu state, which include the Nigeria Labour Congress, (NLC); Trade Union Congress (TUC); Nigeria Union of Teachers (NUT); and the Nigeria Union of Local Government Employees (NULGE), Wednesday, January 19, 2022 embarked on a three-day warning strike over the N30, 000 minimum wage.

    According to the Union, the three-day warning strike was to force the local government councils in the state to start paying their workers the new national minimum wage.

    It was also to ensure that the primary school teachers start receiving their own minimum wage like their counterparts in secondary schools and core civil servants who had started receiving the enhanced wage since last year.

    Chairman of TUC, Comrade Bennett Asogwa, said they held a meeting sometime ago and decided to embark on the solidarity strike to help their NULGE counterpart.

    He said they knew that NULGE alone might not be able to force the authorities to pay the minimum wage since they had been fighting to no avail.

    “Yes, we embarked on a solidarity strike for the local government workers and the primary school teachers.  They ought to be paid the minimum wage.  They don’t have a separate market,” he said.

    The NULGE President, Comrade Kenneth Ugwueze, who also confirmed the strike said they embarked on the warning strike to press home the demand for minimum wage for local government staff and primary school teachers.

    Nevertheless, few days after the warning strike, the state government dragged the Union to the National Industrial Court of Nigeria sitting in Enugu seeking an injunction to stop primary school teachers from embarking on strike.

    During hearing on the matter with case No: NICN/EN/01/2022 the Counsel to the state government, Barr. Joseph Omeh in his argument asked the court to stop the three days warning strikes because they are essential workers.

    However the following Friday, the court ordered primary school teachers in the state to suspend their planned strike action pending the hearing of a substantial case filed by the state government.

    The presiding judge, Oluwakayode Arowosegbe said that teachers are essential service workers and would not be allowed to embark on strike according to labour laws, stressing that the strike would sabotage the economy of the state and the country.

    He, however, warned the state government to stop threatening the teachers and enjoined both parties to maintain the status quo until the substantial case is heard.

    By and large, on March 8, the Court dismissed the suit filed by the Enugu State Government seeking to stop primary school teachers from embarking on strike over the non-payment of the national minimum wage.

    The court presided over by Justice Oluwakayode Arowosegbe of Court II, had in an interlocutory injunction restrained the teachers from embarking on any form of industrial action pending the determination of the substantive suit and ordered an accelerated hearing.

    Delivering its judgement on the suit, Justice Arowosegbe, dismissed the suit and ordered Government of Enugu State to go back and negotiate with the teachers, describing it as discriminatory for the Claimant to pay some workers in the state employee minimum wage, and refuse to pay the teachers same. The Judge noted that the state could not stop the teachers from ventilating their grievances through industrial action.

    The court, in its judgement Tuesday, March 8, 2022 held that the Primary School teachers in Enugu State do not fall within the categories of workers who provide essential services, hence they can embark on strike and other lawful means to press home their demand.

    “The court found as condemnable the attitude of the Claimant/plaintiff for its failure to implement the national Minimum wage as approved by the federal government since 2020. Such (an) act of the claimant is discriminatory.

    “The claimant is hereby ordered to go back to negotiating table with the Defendant and implement the national minimum wage. The defendants are entitled to be paid the Minimum wage.”

    He however described the attitude of the government as callous and discriminatory for disregarding the important role and services the teachers render to society.

    The Authorities react

    Meanwhile, the immediate past chairman of Enugu East local government area, Prince Alex Ugwu said the council chairmen lacked the financial muscle to pay the minimum wage. He said that it won’t be nice to start paying to stop afterwards.

    Ugwu said that in spite of the financial autonomy the councils are now enjoying, they cannot pay the minimum wage.

    “It is not as if the chairmen do not want to pay the minimum wage.  We don’t have the fund to do so.  Will it be nice we start paying the minimum wage and later stop or start owing,” he queried.

    ALGON and chairman of Udenu local government area, Gov. Ugwuanyi’s local government, Hon. Solomon Onah, simply said it is not Enugu state alone that council workers are not being paid the new minimum wage

    Within Nigeria gathered that while primary school head teachers receive between N115,000 and N118,000 as salary, their counterparts in secondary schools with the same certificate and grade level receive between N185,000 and N190,000, a situation that has continued to annoy the former.

    In October last year, primary school teachers and local government workers in the state planned a total down tool for nonpayment of minimum wage. In reaction to this action, the chairman of ENSUBEB, Chief Ikeji Asogwa told news men that local government staff and primary school teachers are not state government staff and so, should not expect same treatment with their secondary school counterparts.

    However, when our reporter contacted him on phone, he couldn’t pick up.

    More so, all efforts to get the reaction of the state commissioner of Education, Dr. Uchenna Eze  on phone proved abortive as his phone is said to be always busy.

    Enugu govt announces resumption date for Schools

    The Enugu State Ministry of Education has announced January 18, 2021, as resumption date for all schools in the State.

    The decision, according to a statement by the State Commissioner for Education, Prof. Uche Eze, was reached at a meeting between the Ministry and major stakeholders in the sector, on Monday.

    Prof. Eze disclosed that all schools in the state were advised to ensure full compliance with the NCDC guidelines for the containment of Coronavirus Disease (COVID-19), stressing that “the Ministry of Education will engage in constant monitoring of compliance when schools resume”.

    The Education Commissioner added that “it was also decided that to help engage the students/pupils, all tertiary institutions, Basic and Post Basic schools are advised to activate their e-learning programmes”.

    In a related development, the Enugu State government, in furtherance of its commitment to contain the second wave of COVID-19, suspended the annual prayer session, held at the Government House, Enugu, to commence work for the New Year, directing all civil servants to resume duties in their various offices, with strict compliance with NCDC guidelines.

    Senator Ayogu Eze, the guber candidate of the All Progressives Congress, APC during the 2019 election in Enugu State has hinted that two more governors from the Southeast are on their way to the party.

    This was made known by Senator Ayogu at the Enugu State APC Secretariat where he came to present gift items to the party members for the New Year.

    He was also optimistic that the APC would form the next government in Enugu State.

    “A new dawn is about to begin for APC,” he declared, stating that “if we play our card well, we will be in a position to form a new government in Enugu State.

    “We need to lay a good foundation, and if we do, in 2023, APC will form the next government. We are now realigning, we are talking to our brothers and friends in other parties.”

    “We want to strengthen the structure of our party at the grassroots so that in 2023, APC will form the next government in Enugu State.

    I also want you to know that on behalf of the leaders, we are not relenting, we are talking to our friends across parties, across other divides, because you can see that APC is becoming like a beautiful bride in the Southeast, Ebonyi has fallen, Imo has fallen, and I can predict to you that one or two more States will fall very soon.

    “However, we must show that we are serious, we must show that we are committed, we must show love to one another.

    “I must identify with the reservations expressed by the party leadership; we have manpower, we have serious personalities but they don’t come close to the party, there is no way we can build a party when all our big guys are not coming together,” he said.

    Eze, who represented Enugu North Senatorial Zone in the Senate, maintained that he remains strongly a member of the party and would work for its growth.

    “We need strong people to win elections; we need to go and canvas for membership; I don’t deter, I am very strongly in APC and I am going to work for APC to see us achieve results. If you see us doing anything, we are trying to build bridges and trying to reach across because it is not a job that one person can do.

    “I have consistently been fighting for the party, even when we didn’t win the election, I was here to thank you that we did our best.

    “There has been a lot of challenges, a lot of struggles but between the chairman, Ben Nwoye, Emma Eneukwu and a few others, we have been able to weather the storm.

    “This is a party to watch but we are not handling it as a party to watch; even the other political parties, they look on us with a lot of respect; but I don’t think that we look at ourselves with that amount of respect, we are fighting ourselves; we are calling parallel meetings, let us resolve in this new year to all pull in one direction.

    We need to be hungry for power and let that hunger drive us into being one another’s keeper. If we unite behind our chairman and the executive there is nothing we put our mind that we cannot achieve.

    “I came this new year to thank you for the services you are rendering to the party, it is a thankless job and it is worse in APC than in other parties. This is a mother that abandons its children; people who get rewarded in the party are not people who work; so they leave members and reward people from nowhere. That is why I commend the acting national chairman, because he said he wants to change the reward system of the party.”

    Senator Eze added that the Nigeria President of Igbo extraction was possible with the commitment of members from this geo-political zone.

    “Igbo presidency, we need to work for it, it will not just drop from the roof; we have to work for it and it means building alliances, building friends, because it is not something that we here can do alone. So, let us not try to be cagy and shut our doors. I believe that if we work conscientiously, there is something that I see in the horizon coming for this party, but the key is unity,” he stated.

    Gov Ugwuanyi signs 2021 budget of N169.85 billion into law

    Governor Ifeanyi Ugwuanyi of Enugu State, on Wednesday, assented to the 2021 budget bill, passed by the State House of Assembly.

    Assenting to the bill, estimated at One hundred and sixty-nine billion, eight hundred and forty-five million, seven hundred and fifty-eight thousand, five hundred naira (N169,845, 758,500.00),

    Gov. Ugwuanyi thanked members of the State House of Assembly for their partnership with the state government as well as diligent discharge of their legislative responsibilities which saw to the smooth and timely passage of the budget.

    The governor who also thanked God for 2020, prayed that the coming year will be better.

    Reiterating his resolve to continue to serve Enugu State with the fear of God, Gov. Ugwuanyi promised that the 2021 budget will benefit the people of the state, for them to continue to enjoy democracy dividends.

    Presenting the budget for assent at the Government House, Enugu, the Speaker of the State House of Assembly, Rt. Hon. Edward Ubosi, represented by his deputy, Rt. Hon. Uche Ugwu, disclosed that the House constructively engaged the Ministries, Departments and Agencies (MDAs) during deliberation on the budget estimates.

    The Deputy Speaker, who was accompanied by the Leader of the House, Rt. Hon. Ikechukwu Ezeugwu and other members of the House, added that they carried out their legislative responsibilities diligently “to give our people more dividends of democracy”.

    It would be recalled that Gov. Ugwuanyi on December 9, presented a budget proposal for 2021, tagged: “Budget of Recovery and Continued Growth” to the State House of Assembly, for consideration and passage. The budget was 13.8 percent higher than the revised 2020 budget.

    The Deputy Governor, Hon. Mrs. Cecilia Ezeilo, Chief of Staff to the Governor, Rt. Hon. Dr. Festus Uzor, the State Attorney General and Commissioner for Justice, Chief Miletus Eze, the Commissioner for Information, Nnanyelugo Chidi Aroh, were among the dignitaries who witnessed the event.

    Traditional ruler shot dead by gunmen in Enugu

    Gunmen who claimed to be policemen from Force Headquarters, Abuja have reportedly shot dead the traditional ruler of Oruku community in Nkanu East local government area of Enugu State, Igwe Emmanuel Chidiebere Mba on Sunday, December 27.

    WITHIN NIGERIA learnt that the monarch was having a meeting with his kinsman in the community’s town hall on December 26 when gunmen who claimed to be policemen led by one Inspector Danladi, moved into the hall in an SUV and sought to see the royal father.

    According to eyewitnesses, when the traditional ruler who was presiding over the meeting was identified by the three natives, one of the ‘policemen’ immediately shot him on the thigh and he fell down bleeding.

    There was tension after the royal father was shot as the natives scattered in different directions amidst sporadic shooting by the armed men, who made attempts to arrest some of them.

    The royal father and one other man, Mr. Ani, who also sustained a gunshot wound, were rushed to the Parklane hospital Enugu but Igwe Mba could not be admitted due to lack of bed space.

    They were referred to the National Orthopedic Hospital, Enugu but on arrival doctors at the Emergency Unit only confirmed the royal father dead.

    It was learnt that the royal father who was elected by his community on December 26, 2019, reportedly bled to death before he could get medical attention.

    His corpse was deposited at the National Orthopaedic hospital mortuary while the whereabouts of Ani is yet to be known.

    Speaking on the incident, the spokesperson of the Enugu state police command, ASP Daniel Ndukwe confirmed the incident.

    Ndukwe said the state Commissioner of Police, Ahmad AbdulRahman, has ordered a full investigation into the incident.

    ”Following the acts of violence that occurred in Oruku Community, Nkanu East L.G.A. of the State over the alleged shooting and death of its Traditional Ruler by armed men suspected to be policemen on 26/12/2020 at about 1630hrs, normalcy has been restored after the Commissioner of Police, CP Ahmad AbdurRahman fipcds, ficmc, fcai, mnim promptly ordered the deployment of Operatives of the Command to the area and the launch of a full-scale investigation into the incidence.

    The Commissioner, while reiterating commitment to meticulously investigate and bring the perpetrators of the alleged murder of the Traditional Ruler and the ensuing acts of violence to book, has called on residents of the Community to remain calm and eschew acts capable of further inciting violence in the area while the investigation lasts. He warns that anyone found wanting will be made to face the full weight of the law.”

    Tension in Enugu as 38 inmates escape from police custody

    Tension in Enugu state as more than 38 inmates reportedly escaped from police custody on Monday.

    WITHIN NIGERIA learnt that the escaped inmates were remanded in the custody of the state police command for various offences.

    According to police sources, the inmates numbering between 38 and 40 escaped from the police cells at the State Criminal Investigation Department, inside the State Police Headquarters on Sunday night.

    It was also learnt that majority of the inmates were remanded by Magistrate Courts at the police cells during the COVID-19 pandemic lockdown.

    The offenders were kept in the police custody due to the congestion of the Nigerian Correctional Service, Enugu.

    When contacted on the telephone, the State Commissioner of Police, Ahmad Abdurrahman, did not pick his calls.

    Yellow fever scare in Kogi as death toll of unknown illness hits 50

    No fewer than 50 persons in Ette community, Olamaboro local government area of Kogi state have been reportedly killed by an unknown illness.

    This was disclosed by the lawmaker representing Olamaboro constituency in the state house of assembly Ujah Alewo via a motion introduced during the plenary session on Tuesday.

    He said there is no confirmed diagnosis of the illness of which symptoms include headache, sore eyes, loss of appetite, inability to urinate or defecate and convulsion before death.

    Olamaboro shares boundary with Igbo-Eze north LGA in Enugu state where the Nigeria Centre for Disease Control (NCDC) has confirmed an outbreak of Yellow fever of which symptoms also include jaundice and headache.

    Recall that WITHIN NIGERIA had earlier reported that the disease has spread to two more LGAs in the state and it already killed at least 76 people in three states.

    Alewo said the illness has defied treatment with herbs and at the local health centres.

    “More worrisome, all efforts to seek a solution, using the local herbs and treatment at local health centres with referrals to neighbouring clinics and hospitals at Ogugu and Okpo in Olamaboro respectively were not successful,” THISDAY quoted him to have said.

    “The reports reaching my constituency office from the community leaders confirmed that over 50 people within the economic and productive age of 25 to 40 years died from September to date, thereby stalling agricultural, social and economic activities, which directly affect the food security of the agrarian and artisan Etteh people.”

    He added that the deaths have caused panic among residents in the affected community, and called on the state government to intervene.

    The NCDC and Saka Haruna, the state commissioner for health, have been contacted for their response.

    Days after a young makeup artist was declared missing in Enugu after she was booked for a job by an unknown person in an unknown location, her lifeless body has been found.

    According to new reports gathered from several social media posts, the makeup artist identified as Ijeoma Nweke has been found dead after four days of being missing.

    One of the posts on Facebook reads;

    “This is ijeoma Nweke, a makeup artist who resides in Enugu. She was last seen on Wednesday 11th November 2020 in Enugu. Information gathered showed that Miss Ijeoma was booked for a makeup business in an undisclosed location. According to her friend who spoke with us, she demanded for the address for the occasion but the customer asked her to come to ESBS busstop [a popular bustop in Enugu] so that she will be taken to the place”

    “On their way, she suspected some unusual movement and contacted her brother via text message [she sent her brother the phone number of the person who called her for the job] incase. As at Sunday November, 15 2020 – 9pm Nigerian time, no one have heard from her. Her phone number and the phone number of the person who picked her up for the job have been switched off.”

    “It was also gathered that an attempt was made by her people to make a police report but it was unsuccessful.”

    Yellow fever: ‘Strange deaths’ spread to three Enugu LGAs

    Reports of strange deaths in three local government areas have been confirmed by the Enugu state government.

    This was contained in a statement released by the state commissioner for health, Ikechukwu Obi.

    Obi said it is not yet confirmed whether the deaths are linked to Yellow fever as previous cases.

    Recall that there were reports that strange deaths in Igbo Eze north local government area in Enugu, which health authorities later confirmed to be as a result of a Yellow fever outbreak.

    The Nigeria Centre for Disease Control (NCDC) later confirmed the strange deaths and stated that a similar outbreak in Delta and Bauchi has led to 76 deaths in total.

    Obi said on Sunday the state government received reports of some deaths with no known cause in two more LGAs, and that it is awaiting test results of samples taken.

    He said: “Following the confirmed cases of Yellow Fever in Igbo Eze North LGA of Enugu State and the concerted efforts to control the situation in the LGA by the State Government, Stakeholders and Partners; Federal and International, reports have also been received of ‘strange deaths’ within communities in Nsukka, Isi-Uzo and Igbo-Etiti LGAs.

    “The Enugu State Ministry of Health Rapid Response Team, LGA Rapid Response Teams, International and National Partners have also visited these LGAs to investigate the reports and take samples for testing just as was done for the reports at Igboeze North.

    “The new set of samples from these LGAs have been sent to the National Reference Laboratory at the Federal Capital Territory Abuja for a thorough and complete examination to determine conclusively the reasons for these new set of reports and the results are expected back early this week.”

    He asked residents to take necessary precautions against Yellow fever, adding that those who have been recently vaccinated do not need to do so again.

    “It takes 10 days or more for Yellow fever vaccine to start working after you have received it,” he said, adding: “If you or your loved one are not feeling well, please visit or take your loved one to a nearby hospital for treatment.”

    Man Hacks 64-year-old Father To Death, Buries Him in Enugu

    The police in Enugu state have arrested one Johnson Ogbu for allegedly hacking his 64-year-old father, William Ogbu, to death at Aji Community in Igbo Eze North Local Government Area of the state.

    According to reports, the deceased had five children – two sons and three daughters. Johnson who is one of his sons, was mentally challenged a few years ago but got treated and later became a shoemaker. Johnson lived with his parents in their home in Umuidenyi.

    On the day of the incident, Johnson’s mother left their home to join other villagers to celebrate the Umuidenyi clan day at the Umuidenyi Town Hall. It was in her absence that the suspect allegedly used an axe to break his father’s skull, killing him on the spot instantly. He allegedly dragged his father’s body to the nearby plantain plantation and dug the ground where he buried the body.

    It was alleged that Johnson’s mother who came back later asked her son the whereabouts of his father and was informed that the man was sick and had gone to see a doctor without mentioning any particular clinic where he had gone to seek medical attention.

    “We looked for him for three days, combing all the hospitals around. It was when we failed to locate him that we alerted the members of the Aji Neighbourhood Watch Group, which in turn alerted the police. The police arrived on Friday morning alongside members of the neighbourhood watch and later found a shallow grave near the compound where William was buried in a standing position.

    “His head was broken while Johnson used another sharp object to perforate his stomach and other parts of his body,” a member of the family told The Nation

    Johnson has been arrested and is being detained at the Enugu Ezike Police Station.
