The Northern Elders Forum (NEF) has reiterated its opposition to the Federal Government’s proposed Tax Reform Bills, calling for their immediate suspension and demanding thorough consultations with stakeholders.
In a statement released on Saturday, NEF’s Chairman of the Management Board, Al-Amin Daggash, expressed concerns about the lack of prior engagement with experts and stakeholders in drafting the reforms.
He emphasized that such an approach undermines the effectiveness and acceptance of the policy.
Daggash stated:
“Nigerians, particularly Northerners, are not opposed to meaningful reforms introduced by federal, state, or local authorities. However, practical experience shows that successful reforms follow global best practices in public policy-making processes.”
He outlined the key elements of effective reforms:
- Stakeholder Engagement: Comprehensive consultations with experts and critical stakeholders to secure their support.
- Public Awareness: A robust media and communication strategy to educate citizens about the reforms’ objectives and implications.
- Transparent Implementation: An inclusive and transparent mechanism to execute the reforms effectively.
- Outcome-Oriented Planning: A well-sequenced process to ensure the reforms meet the desired societal outcomes.
Daggash criticized the government for failing to adhere to these principles, saying:
“The recently proposed Tax Reform Bills breach these essential characteristics of reforms and public policy-making, as practised globally.”
The NEF highlighted the potential negative impacts of the reforms, particularly on Northern Nigeria, and urged the government to prioritize dialogue and collaboration before moving forward.
