CISLAC Demands Transparency in N252.89 Billion Abuja-Kaduna Highway Contract Re-Award

The Civil Society Legislative Advocacy Centre (CISLAC) has urged the federal government to ensure transparency in re-awarding the Abuja-Kaduna highway contract.

CISLAC criticized the lack of clarity in the contract process, stating it violates Nigeria’s public procurement laws.

In a statement signed by its Executive Director, Auwal Musa Rafsanjani, the organization called for an immediate investigation into the procurement process. CISLAC emphasized the importance of accountability and openness in government contracts.

The N252.89 billion contract was re-awarded after being withdrawn from Julius Berger Nigeria Plc. due to cost disputes and delays. However, controversy has emerged over whether the contract was awarded to “Infoquest” or “Infiouest,” raising concerns about due diligence and transparency.

“The re-award process may violate procurement laws and corporate governance principles,” the statement read.

CISLAC warned that entrusting such a large contract to a company with unclear credentials undermines accountability and public trust.

“This situation raises serious questions about the scrutiny applied by relevant authorities,” Rafsanjani added.

The group referenced the Public Procurement Act of 2007, which requires contracts to be awarded through a fair, competitive, and transparent process. It demanded a full disclosure of the bidding process, including evaluation criteria and the justification for selecting the winning bidder.

“We call for an independent review of the procurement process to ensure Nigerians are not shortchanged,” CISLAC stated.
